United States and Eight Companies Launch the Partnership for Global Inclusivity on AI

Today in New York City, on the margins of the 79th Session of the United Nations General Assembly, Secretary of State Antony Blinken launched the Partnership for Global Inclusivity on AI and announced other initiatives to harness the rapid advancement of artificial intelligence (AI) to advance sustainable development globally. 

The Partnership for Global Inclusivity on AI (PGIAI) brings together the Department of State, Amazon, Anthropic, Google, IBM, Meta, Microsoft, Nvidia, and OpenAI.  Together they commit more than $100 million leveraging their combined expertise, resources, and networks to unlock AI’s potential as a powerful tool for sustainable development and improved quality of life in developing countries, while maintaining an unwavering commitment to safety, security, and trustworthiness in AI systems. This effort recognizes that effective and equitable AI solutions must be rooted in an understanding and respect for the diverse cultures, languages, and traditions of the communities they serve. To this end, the PGIAI will focus on three areas: 1) Compute: increasing access to AI models, compute credit, and other AI tools; 2) Capacity: building human technical capacity; and 3) Context: expanding local datasets.

Secretary Blinken also announced the official release of the Global AI Research Agenda and AI in Global Development Playbook – two complementary documents developed by the U.S. government to foster future research collaborations on AI and guide the development community in leveraging AI to advance progress in addressing global development challenges. He also highlighted the Risk Management Profile for AI and Human Rights, released in July 2024, which provides concrete recommendations on assessing and managing the human rights impacts of AI technologies.

These new announcements add to the U.S government’s ongoing efforts to promote inclusivity, respect for human rights, digital solidarity, and equitable access to the benefits of AI globally.  In 2023, the U.S. government announced $15 million in foreign assistance funding at the 78th Session of the UN General Assembly to build global capacity to develop and govern AI in ways that advance the Sustainable Development Goals.  In March 2024, the UN General Assembly adopted its first-ever resolution on AI, introduced by the United States.  In September 2024, the United States signed the Council of Europe’s Framework Convention in Artificial Intelligence and Human Rights, Democracy, and the Rule of Law, underscoring the importance we place on respect for human rights, democracy, and the rule of law in the context of AI. The Department of State and the Department of Commerce will launch the International Network of AI Safety Institutes in San Francisco in November 2024 to advance the science of AI safety.
